The district administration of Kiphire in Nagaland has constituted a 17-member District Level Anti-Ragging Monitoring Committee to strengthen oversight of anti-ragging measures across higher educational institutions in the district. The committee, formed in line with guidelines issued by the University Grants Commission and the Nagaland Government, takes effect immediately following a notification issued by the Deputy Commissioner of Kiphire, according to a report by the State Department of Information and Public Relations.
Committee Structure and Leadership
The Deputy Commissioner of Kiphire will chair the committee, with the District Education Officer serving as Member Secretary. The Member Secretary is responsible for coordinating meetings and compiling reports for the Chairman.
The committee brings together a wide cross-section of district officials and institutions. Members include the Superintendent of Police, Chief Judicial Magistrate, Additional Deputy Commissioners, Sub-Divisional Officer (Civil), Extra Assistant Commissioners, Chief Medical Officer, the Principal of Zisaji Presidency College, District Welfare Officer, District Child Protection Officer, Senior SDEO, District Public Relations Officer, the Centre Administrator of SAKHI OSC, the District Mission Coordinator of Mission Shakti and DHEW, a representative from Higher and Technical Education, and nominated representatives from educational institutions.
Mandate and Responsibilities
The anti-ragging monitoring committee is tasked with overseeing the implementation of anti-ragging measures in all higher educational institutions across Kiphire district. A key function is ensuring that every institution establishes internal Anti-Ragging Committees, Squads and monitoring mechanisms as required under applicable rules and guidelines.
The committee will also review institutional preparedness across several areas, including awareness, complaint redressal, counselling, monitoring, and disciplinary protocols. It will facilitate coordination among the district administration, police, educational institutions, and other relevant agencies for the prevention, reporting, and handling of ragging incidents.
Oversight, Awareness and Reporting
Beyond internal institutional compliance, the committee is charged with overseeing awareness and sensitisation programmes directed at students, parents, hostel authorities, faculty, and non-teaching staff regarding anti-ragging regulations.
The body will review actions taken by institutional anti-ragging committees, obtain periodic reports from heads of higher educational institutions, and submit compliance reports to the government. The multi-agency composition of the committee reflects an effort to ensure that anti-ragging efforts in Kiphire are coordinated, accountable, and consistently monitored at the district level.
